Rubayath Mohsen, MS
Assistant Vice President, Business Development and Technology Transfer
Biography
Rubayath Mohsen heads the Business Development & Technology Transfer (BDTT) office at The Lundquist Institute (TLI), overseeing the commercialization of TLI’s intellectual property portfolio, which includes over 840 patents and patent applications across the life sciences and medical device sectors. She leads patent strategy, licensing, and strategic alliances with industry and community partners to advance TLI’s mission of translating science into commercial products. She also supports start-up formation and works in partnership with TLI’s on-campus incubator, BioLabsLA, to drive innovation and entrepreneurship at TLI.
With over 10 years of experience in technology transfer, Ms. Mohsen held positions at The Rockefeller University, Johns Hopkins Tech Ventures, and Columbia University, where she worked across all core functions of a tech transfer office, including IP management, research contract negotiations, licensing, and industry outreach.
Rubayath holds an MSc in Biotechnology from Johns Hopkins University and a BSc in Biomedical Engineering from Boston University. Her research background includes studying radio-sensitizing factors in glioblastoma cancer stem cells and designing a point-of-care sepsis diagnostic microfluidic chip.

Devinder Moudgil, PhD
Officer, Business Development and Technology Transfer
Biography
Devinder manages intellectual property prosecution and tech transfer contracts including MTAs, CDAs, and research agreements to facilitate commercialization efforts at TLI’s BDTT office. Prior to joining the Lundquist Institute, Devinder worked in the Research Partnerships Office and WE-SPARK Health Institute at the University of Windsor, Canada gaining experience in technology transfer and research partnerships.
Devinder was a recipient of the 2020 AUTM Foundation’s Susan Riley Keyes Memorial Fellowship for technology transfer professionals. A scientist by training, Devinder holds a Ph.D. in Oncology from the University of Alberta in Canada. Her research project focused on the function of human Spindly protein during mitosis. Devinder holds a B.Sc. and Master’s in Genomics from Panjab University in India.

Abdullah Alqarihi, PhD
Associate, Business Development and Technology Transfer
Biography
Abdullah Alqarihi is an Associate of Business Development and Technology Transfer at The Lundquist Institute (TLI). In this role, he manages patent and agreement docketing, IP and license finances, and activities related to technology marketing of TLI’s intellectual property portfolio. He also supports compliance in relation to intellectual property from federally sponsored research at TLI.
Abdullah holds a PhD from the Lundquist Institute Graduate Program in Translational Research, with research focused on fungal infections and microbial pathogenesis. His work has led to multiple publications and international presentations.
